Article 48

If, in violation of the provisions of Article 14 of this Law, the facilities for the prevention and control of environmental noise pollution in construction projects are not completed or fail to meet the requirements stipulated by the state, they are put into production or use without authorization, the competent department of ecological environment at or above the county level shall order them to make corrections within a time limit and impose fines on units and individuals; If it causes serious environmental pollution or ecological damage, it shall be ordered to stop production or use, or it shall be ordered to close after being approved by the people's government with the right of approval.
