1, the director issues a letter of responsibility and issues a reply to delimit the mining area;
2. Apply for a business license in the industrial and commercial department;
3. Apply for a mining license;
4. Pay the mining registration fee, mining right use fee and mining right price;
5, the director issued a mining license responsibility;
6. Make an announcement in the mining area.
When applying for a mining license, an applicant for mining right shall submit the following materials to the registration authority:
1, application for registration and mining area map;
2, the mining right applicant qualification certificate;
3, mineral resources development and utilization plan;
4, the approval documents for the establishment of mining enterprises according to law;
5, the mining of mineral resources environmental impact assessment report;
6, other information required by the competent department of Geology and mineral resources of the State Council.
To sum up, if the mining license expires and it is necessary to continue mining, the mining right holder shall go through the renewal registration formalities at the registration authority 30 days before the expiration of the mining license.

Article 5 of the Measures for the Administration of the Registration of Mineral Resources Exploitation
When applying for a mining license, an applicant for mining right shall submit the following materials to the registration authority:
(a) the application for registration and the map of the mining area;
(two) the qualification certificate of the mining right applicant;
(3) plans for the development and utilization of mineral resources;
(four) the approval documents for the establishment of mining enterprises according to law;
(five) the environmental impact assessment report of mineral resources development;
(six) other materials required by the competent department of Geology and mineral resources of the State Council.
To apply for mining mineral resources within the planned mining areas of the state or mineral resources of great value to the national economy and specific minerals that are subject to protective mining by the state, the approval documents of the relevant competent departments of the State Council shall also be submitted.
To apply for the exploitation of oil and gas, the approval documents for the establishment of oil companies or the exploitation of oil and gas in the State Council and the legal person qualification certificate of mining enterprises shall also be submitted.
