The deployment meeting of food safety supervision, sampling inspection and risk monitoring in 2114 was held in Chongqing on April 22-23. Among them, sampling monitoring is an internationally recognized and widely adopted basic food safety management measure, which is an important part of improving the overall food safety management level, and it is also an important measure to change the supervision work from investigation after the event to prevention-oriented, and more rely on scientific and technological support under the new supervision system. Zhang Yong stressed that all localities must further highlight the sampling inspection and monitoring work, and put it in an important position in the overall work of food safety. It should be regarded as an important regulatory means to deal with the current grim situation of food safety hidden dangers in China, as an important radical policy to continuously consolidate the foundation of food safety, as a powerful pusher to create a new situation in regulatory work and guide social governance, and through the efforts of the whole system, this work should be laid out, mechanisms should be established and tasks should be fulfilled.

Comrade Zhang Yong made an in-depth analysis of the problems and challenges existing in the current sampling inspection and monitoring work, and made comprehensive arrangements for promoting the work as a whole, paying close attention to the task implementation, improving the ability level and giving full play to the benefits, and put forward clear requirements. He demanded that the sampling and monitoring work should be guided by problems, actively discover potential risks with a pragmatic style, improve the supporting mechanism of sampling and monitoring and follow-up law enforcement measures, effectively check and dispose the problems found, do a good job in sampling and monitoring work from the perspective of overall improvement of food safety management ability based on the new supervision system, make unified plans, organize implementation, data analysis and result utilization, strengthen refined data management, and make better use of sampling and monitoring results to explore regulatory rules and results. Comrade Zhang Yong also put forward specific requirements for the organization and implementation of the sampling monitoring plan in 2114, requiring all localities to strengthen leadership, strictly manage, implement responsibilities, and proceed steadily. At the same time, Comrade Zhang Yong also made arrangements for some key tasks that need to be strengthened and promoted in the system-wide food and drug supervision in the near future, and demanded that the current work be done in an all-round way with a sense of urgency. He stressed: First, we should speed up the reform of grass-roots supervision system and form a unified and perfect supervision system; second, we should strengthen the food and drug governance system and governance capacity with the spirit of reform and innovative thinking; third, we should strictly enforce the responsibilities at all levels and pay close attention to the implementation of the work; fourth, we should achieve the strictest supervision of food and drug safety in the transformation of government functions; fifth, we should cherish the hard-won good start at present, strive to maintain and continue to enhance the image of food and drug supervision departments; and sixth, we should strengthen inter-departmental consultation and cooperation.

During the meeting, Director Zhang Yong also went to Yangjiaping Street Food and Drug Administration in Jiulongpo District, Chongqing for investigation, and had a discussion with the leaders of the Municipal Food and Drug Administration, the government of Jiulongpo District, the heads of food safety offices in some towns (streets) in Jiulongpo District, and the heads of food and drug supervision offices, and listened to the report on the reform of food and drug supervision system in Jiulongpo District. In the investigation, Comrade Zhang Yong learned in detail about the reform of Chongqing's food and drug supervision system and the construction of grass-roots food and drug law enforcement agencies. He emphasized that grass-roots food and drug law enforcement agencies are an important cornerstone of food and drug supervision and management, and township (street) food and drug supervision and law enforcement offices are the most grounded level. We must earnestly strengthen grass-roots law enforcement agencies and capacity building, improve the organizational guarantee, personnel guarantee and material guarantee level of grass-roots supervision and law enforcement, and enable grass-roots units to have enough strength and resources to perform their duties; It is necessary to actively play the role of grassroots food and drug safety law enforcement teams, build a solid food safety supervision network, and ensure that food and drug safety cannot be lost in the front line. Grass-roots food and drug law enforcement agencies should do a good job in basic work, find out the base and grasp the situation, strengthen publicity and education, mobilize the masses to participate in food and drug supervision, pay attention to working methods, focus on school canteens, rural weddings and funerals, family banquets and other links that are prone to food safety problems for a large population, grasp the main contradictions, concentrate limited personnel to solve big problems, give play to the role of grass-roots governments, and form a joint force with their towns (streets).

At the meeting, Deputy Director Teng Jiacai also presided over a special symposium, learned about the progress of the reform of food and drug regulatory agencies in provincial bureaus, and listened to opinions and suggestions from various localities on strengthening food safety supervision such as supervision, sampling inspection and risk monitoring.
