Article 3 The term "bean products" as mentioned in these Provisions refers to non-fermented products made from soybeans and water through pulping and other processing techniques, including tofu, soybean milk, dried tofu, oily tofu, dried tofu, yuba, oil cube and bean curd.

Article 4 The people's governments of all districts (including the Administrative Committee of the new district) shall take overall responsibility for the supervision of bean products safety within their respective jurisdictions, and lead, organize and coordinate the supervision of bean products in a unified way.
the food safety supervision and management department is responsible for the access and daily supervision of the production, circulation and catering services of bean products.
the relevant authorities shall cooperate with the food safety supervision and management department to take charge of relevant supervision work in accordance with relevant laws and regulations and the responsibilities determined by the municipal government. Article 5 Producers and operators of bean products shall be responsible for the quality of bean products.
The production and marketing of bean products shall obtain corresponding licenses according to law, and meet the requirements of national food safety standards and technical specifications of the Special Zone.
the main person in charge of bean products producers and operators is the first person in charge of the quality and safety of bean products in the unit, and takes the leadership responsibility for the quality and safety of bean products produced by the unit; The safety administrator shall be responsible for the supervision and management of the quality and safety of bean products according to his post responsibilities, be responsible for the quality and safety training and education of employees, organize the implementation of the quality and safety management system, regularly carry out quality and safety risk inspection and handle quality and safety complaints. Sixth food safety supervision and management departments to carry out pilot demonstration projects of standard innovation, and guide bean products industry associations and bean products producers to carry out standard innovation and application.
the food safety supervision and management department shall improve the technical specifications of the special zone of bean products according to the international advanced food safety standards and the actual situation of bean products production and consumption in this city.
bean products industry associations should study and formulate industry association standards according to international advanced food safety standards.
bean product producers should learn from the international advanced food safety standards and formulate strict enterprise standards for bean product quality and safety according to the technical specifications of Shenzhen Special Economic Zone.
encourage industry associations and producers to participate in the formulation of national standards for bean products, participate in international exchanges, promote the application of advanced standards for bean products, improve product quality, increase product competitiveness and expand domestic and foreign markets. Article 7 When a producer sells bulk bean products with the delivery note system, it shall issue a "delivery note for bean products" and send it with the goods to ensure that the single goods are consistent.
when purchasing the bean products specified in the preceding paragraph, bean product operators shall obtain the delivery note of bean products, check the relevant contents, and ensure that the single goods are in conformity with each other.
the contents of the list of bean products and the format of the delivery note for bean products subject to the delivery note system shall be formulated and published by the municipal food safety supervision and administration department.
no unit or individual may forge or resell the delivery note of bean products. Article 8 For bean products that need to be stored at low temperature, the producer shall be equipped with cold storage or cold storage equipment with the temperature between 1℃ and 4℃, equipped with temperature and humidity monitoring devices, and regularly check and record them. Producers and operators of bean products shall store bean products according to the storage conditions marked on the products; Closed special refrigerated vehicles or facilities with a temperature lower than 11℃ shall be used for transportation.
the catalogue of bean products stored and transported at low temperature shall be formulated and published by the municipal food safety supervision and management department. Article 9 The use area of the controlled operation area of bean product producers shall be suitable for the variety, quantity, scale, technology and methods of the products produced, and meet the requirements of the technical specifications for the quality and safety of bean products, and shall not be less than 511 square meters. Article 11 The labeling of prepackaged bean products shall meet the requirements of prepackaged foods labeling standards; In addition to the existing bean products, the bulk bean products shall be properly packaged and labeled, and the label shall indicate the food name, production date, shelf life, storage conditions, producer name, production license number, soybean source and other contents.
The use of genetically modified soybeans approved by the agricultural department to produce bean products shall be marked in a prominent position in the package according to law, and the text height of the word "genetically modified" shall meet the following requirements:
(1) If the maximum surface area of the package is greater than or equal to 141cm2, the text height of the word "genetically modified" shall not be less than 5 mm;
(2) If the maximum surface area of the package is less than 141cm2 and greater than or equal to 71cm2, the text height of the word "transgenic" shall not be less than 4 mm;
(3) If the maximum surface area of the package is less than 71cm2 and greater than or equal to 35cm2, the text height of the word "transgenic" shall not be less than 3 mm;
(4) If the maximum surface area of the package is less than or equal to 35cm2, the text height of the word "genetically modified" shall not be less than 1.8mm. Because of the small surface area of the package, it is difficult to identify with the package or label, the bean product producer shall inform the seller in writing that the product is produced from genetically modified raw materials, and the seller shall set up a sign board (card) at the sales site to mark it.
