According to China's laws and regulations on safety production, such as Article 6 of the Regulations on the Administration of Registered Safety Engineers: coal mines, non-coal mines, construction units and dangerous goods production and business units with more than 300 employees shall be equipped with registered safety engineers according to the proportion of safety production management personnel not less than 15%; There shall be at least 1 person for safety production management personnel with less than 7 persons. Other production and business units other than those specified in the preceding paragraph shall be equipped with registered safety engineers or entrust safety production intermediaries to hire registered safety engineers to provide safety production services. Intermediaries of production safety shall be equipped with registered safety engineers in proportion of not less than 30% of professional service personnel of production safety.

Because if the National Bureau clearly stipulates the rights and benefits of registered safety engineers, many people who are not engaged in safety production will take the registered safety engineer examination, which goes against the original intention of the National Bureau-to make the vast majority of old safety officers who have contributed to safety production become registered safety engineers within three years. In addition, after the number of registered safety engineers reaches a certain number, the state can legally require production and business units to be equipped with registered safety engineers.
