Article 5 The development of gas shall adhere to the principles of safety first, overall planning, coordinated development, energy saving and high efficiency, fair competition and standardized service. Article 6 The relevant departments of the municipal, district and county people's governments and the development zone management committee shall establish and improve the supervision and management system of gas safety, publicize and popularize gas laws, regulations and safety knowledge, and raise citizens' awareness of gas safety. Chapter II Planning and Construction Article 7 The municipal gas administrative department shall, jointly with the departments of development, reform and resource planning, organize the preparation of the municipal gas development plan in accordance with the national economic and social development plan, the overall land use plan and the urban and rural planning, and organize its implementation after being reported to the Municipal People's Government for approval.
