The biggest difference between water-made meatballs and fried meatballs is starch, because the materials used are similar. Of course, I just offer you some methods. The point is that you like it. Deep-fried meatballs need starch, because they are afraid of being scattered after being put into the pot. You can put it or not, as you like. If you put it, the meat will be tender, and it doesn't matter if you spread the water-made meatballs.
