Regulations on the Protection of October Gregorian Calendar Culture of Yi Nationality in Wei Chu
Article 1 In order to strengthen the protection of Yi people's October solar calendar culture, inherit and carry forward excellent national traditional culture, these Regulations are formulated in accordance with People's Republic of China (PRC) Intangible Cultural Heritage Law, People's Republic of China (PRC) Cultural Relics Protection Law, Yunnan Intangible Cultural Heritage Protection Regulations and other laws and regulations, combined with the actual situation of Wei Chu (hereinafter referred to as Autonomous Prefecture). Article 2 These Regulations shall apply to the protection, inheritance and rational utilization of the October solar calendar culture of Yi people within the administrative area of Autonomous Prefecture. Article 3 The October solar calendar of the Yi people as mentioned in these Regulations refers to the ancient calendar invented and created by the ancestors of the Yi people, which uses the sun to set winter and summer, and Beidou bucket handle to set cold and summer, and divides a year into 10 months, with 36 days in each month and 5 to 6 Chinese New Year days.

The Yi people's October solar calendar culture as mentioned in these Regulations (hereinafter referred to as solar calendar culture) refers to the Yi people's October solar calendar and various traditional cultural expressions closely related to its generation, dissemination and development, as well as related objects and places. Article 4 The main contents of solar calendar cultural protection include:

(1) The Yi October solar calendar and its related observatory sites, such as Dayao Santai, Wuding Jiti Yi inscriptions, Bimo paintings, sculptures, utensils, totems, murals, costumes, etc.

(2) Folk literature such as Meige, Zhan, Aruju, and Three Girls Looking for the Sun;

(3) Records the ancient and modern Yi-Chinese documents and materials of the solar calendar culture, such as Yi Almanac, Yi Bimo's classic translations, etc.

(4) Traditional dances such as the Twelve Animals Dance and the Tiger Sheng Dance;

(5) Bimo etiquette and Yi traditional etiquette, such as offering sacrifices to ancestors, fire, landowners, Dragon Boat Festival and mountain gods;

(six) traditional festivals such as the Yi Torch Festival and the Yi Year;

(7) Yi October Gregorian Cultural Park;

(8) Other cultural expressions of the solar calendar. Article 5 The protection of solar calendar culture shall adhere to the principle of government leading and social participation, implement the policy of giving priority to protection, giving priority to rescue, rational utilization, inheritance and development, and strengthening management, and pay attention to its authenticity, integrity and inheritance. Article 6 The people's governments of autonomous prefectures and counties (cities) shall incorporate the protection of solar calendar culture into the national economic and social development plan, and the required funds shall be included in the fiscal budget at the same level. Seventh Autonomous Prefecture People's Government shall give financial support to the following solar calendar cultural protection work:

(1) The rescue, recording, investigation and arrangement of solar calendar culture;

(2) Collecting and preserving the original materials and objects of the solar calendar culture;

(3) the study of solar calendar culture and the publication and distribution of its achievements;

(4) regional overall protection of solar calendar culture;

(5) Training professionals of solar calendar culture and funding inheritors;

(six) the construction and maintenance of solar calendar culture learning places;

(seven) solar culture research, exchange, publicity, display, performance and other activities;

(eight) the creation of outstanding films and literary works of solar calendar culture;

(nine) other solar calendar cultural heritage protection work. Article 8 The competent cultural departments of the people's governments of autonomous prefectures and counties (cities) shall be responsible for the protection of solar calendar culture within their respective administrative areas, and their main responsibilities are:

(a) to formulate and organize the implementation of the solar calendar culture protection and utilization planning;

(2) Organizing the investigation, record and file establishment of solar calendar culture;

(three) to organize the evaluation, identification, recommendation and declaration of solar calendar cultural protection projects and representative inheritors;

(four) supervision and management of solar calendar cultural protection funds;

(five) to carry out other work related to the protection of solar calendar culture.

Relevant departments in charge of development and reform, finance, ethnic religion, housing and urban and rural construction, natural resources, ecological environment, education, etc. shall do a good job in the protection of solar calendar culture according to their respective responsibilities. Article 9 The competent departments of culture of the people's governments of autonomous prefectures and counties (cities) shall take the forms of words, pictures, audio recordings and videos to rescue and protect endangered solar calendar cultural protection projects such as Meige, Mu Cha, Twelve Animals Dance, Husheng, Bimo Painting and Totem, and establish a protection list, database and information sharing platform.

The representative inheritors of the old solar calendar cultural protection project and their knowledge and skills should be recorded in a rescue way. Article 10 Autonomous Prefecture People's Government shall set up solar calendar cultural protection zones for the following specific areas with complete solar calendar culture, distinctive features, concentrated resources, important value and broad mass base, and implement regional overall protection:

(1) Dayao Santai, the site of Yi people's October solar observatory;

(2) Ma Youping and Shuangbai barley fields in Yao 'an are the main birthplaces of Meige and Zhan;

(3) Chuxiong Bookstore, double cypress instruments, the place where the twelve animals dance and the tiger sheng are passed down;

(4) Dayao Tan Hua, Shuangbai Lifang Village, Chuxiong Bragging, Yuanmou Liangshan and Lufengfeng are all representatives of solar calendar culture. Article 11 The competent cultural department of the people's government of the county (city) where the solar calendar cultural protection zone is located shall prepare a special protection plan for the solar calendar cultural protection zone and take the following protective measures:

(1) Delineating the scope of protection, setting up protection signs and publishing them to the public;

(2) Establish workshops and exhibition halls, and carry out inheritance and exhibition activities;

(three) to protect the natural ecology, traditional houses and cultural heritage in the protected area as a whole;

(4) Support the development of traditional folk cultural activities.

The administrative department of culture of the county (city) people's government where the solar calendar cultural protection zone is located shall provide the special protection plan of the solar calendar cultural protection zone to the competent department of natural resources at the same level, and incorporate the relevant contents into the local urban and rural planning and the overall land use planning according to the planning requirements.
