Measures for the administration of outdoor advertisements and signboards in Zhumadian City
Article 1 In order to standardize the setting of outdoor advertisements and signboards and make rational use of urban space resources, these Measures are formulated in accordance with the Advertising Law of People's Republic of China (PRC), the Regulations on the Administration of Urban Appearance and Environmental Sanitation of Zhumadian City and the actual situation of this Municipality. Article 2 These Measures shall apply to the urban built-up areas where the municipal and county people's governments are located and other areas where urbanization management is implemented. Article 3 The term "outdoor advertisements" as mentioned in these Measures refers to advertisements published in the form of physical shapes, images and words by using outdoor facilities such as outdoor venues, spaces, municipal public facilities, building walls (barriers) and the outside of vehicles.

The outdoor advertising settings mentioned in these Measures include the following situations:

(a) the use of outdoor venues, buildings and public facilities to set up advertising towers, billboards, advertising columns, billboards, guide card, street signs and other column advertisements; Neon lights, luminous fonts, electronic display screens, projection, electronic steering devices, light boxes, banners, physical models, spray-painted cloth and other advertising facilities;

(2) Drawing, posting, hanging, projecting or displaying advertisements by using models of car bodies, floating objects on water, lift-off devices, inflatable objects, pavilions, fences (fences) and construction sites;

(3) Other circumstances for setting up outdoor advertisements.

The measures referred to in signboard setting refers to the behavior of organs, organizations, enterprises and institutions, other organizations and individual industrial and commercial households to indicate their names, shop names, signboards, plaques, light boxes, neon lights and other text symbols in the outdoor space of their offices or business premises. Fourth city, county (District) administrative department of urban management is responsible for the supervision and management of urban outdoor advertising and signs.

Natural resources and planning, market supervision, transportation, public security, housing construction and other departments shall, in accordance with their respective responsibilities, do a good job in the management of urban outdoor advertising and signboard setting.

Township (town) people's governments and sub-district offices shall, under the guidance of relevant departments, conduct daily supervision and management of outdoor advertising and signboard setting activities in their respective areas. Fifth city and county (District) urban management administrative departments shall, jointly with relevant departments, establish outdoor advertising facilities management information system to realize the enjoyment of outdoor advertising facilities licensing, supervision and management and administrative punishment information. Article 6 The administrative department in charge of urban management shall, in accordance with the overall urban planning, work out the outdoor advertising plan within its jurisdiction in conjunction with the departments of natural resources and planning, transportation, market supervision, public security and housing construction, and report it to the people's government at the same level for approval before promulgation and implementation. Outdoor advertising planning shall include the following contents:

(1) Open setting area, moderate control area, general control area, strict control area and no setting area;

(2) Control principles for the layout, total amount, density and types of outdoor advertisements (including public service advertisements);

(three) the basic requirements of the location, form, scale, style and culture of outdoor advertising (including public service advertising). Seventh city administrative departments shall, jointly with the market supervision and management departments, natural resources and planning, transportation, public security, housing construction and other departments, formulate technical specifications or guidelines for outdoor advertising and signboard setting. Eighth outdoor advertising settings shall comply with the following provisions:

(a) outdoor advertising planning, outdoor advertising technical specifications;

(2) Road traffic safety regulations;

(3) Requirements for environmental protection and energy conservation;

(4) Safety technical specifications and standards;

(5) Requirements for city appearance and environmental sanitation.

Outdoor advertisements set in the form of photoelectricity shall also meet the following requirements:

(a) set on the wall of a building, and its setting height shall not exceed the top of the building;

(two) shall not be set at a vertical angle to the direction of the road;

(three) in addition to the public * * * information electronic display screen, it shall not be set in the strictly controlled area and the forbidden area;

(four) the opening and closing time in accordance with the relevant provisions. Ninth in any of the following circumstances, outdoor advertising shall not be set up:

(a) the use of traffic safety facilities, traffic signs;

(two) the impact of municipal public facilities, traffic safety facilities, traffic signs, fire control facilities, the use of fire safety signs;

(three) hinder the production and life, hinder the appearance of the city;

(four) in the state organs, cultural relics protection units, scenic spots, landmark buildings and other building control areas, or the city and county people's governments prohibit the installation of outdoor advertising areas;

(five) laws, regulations, rules and other circumstances in which outdoor advertising is prohibited by planning.

Large outdoor advertisements are not allowed on the roofs of buildings, and large column advertisements and banner advertisements are prohibited in urban built-up areas. Article 10 Signboards shall meet the following requirements:

(a) technical specifications for signboard setting;

(two) shall not endanger the safety of the use of buildings (structures), damage the appearance of the city, hinder production or life;

(three) in harmony with the building (structure) and the surrounding environment, reflecting the local cultural characteristics;

For places or buildings where multiple units use multiple units, the setting of signboards shall be uniformly planned and standardized by the owners or managers of the places or buildings.
