In order to strengthen the management of Chongming Game Reserve in this city, protect the wildlife resources in Chongming, and promote the construction of a world-class ecological island in Chongming, these Provisions are formulated according to the Wildlife Protection Law of People's Republic of China (PRC), the Regulations for the Implementation of Terrestrial Wildlife Protection in People's Republic of China (PRC), and the Measures for the Implementation of People's Republic of China (PRC) Wildlife Protection Law in Shanghai. And the Decision of the Standing Committee of the Shanghai Municipal People's Congress on Promoting and Safeguarding the Construction of Chongming as a World-class Ecological Island. Article 2 (Administrative Department)

The municipal wildlife administrative department is the competent department in charge of the management of protected areas in the city.

Chongming District People's Government is responsible for organizing and coordinating the management of wildlife hunting in the game reserve.

The administrative department of wildlife in Chongming District shall be responsible for the specific implementation of these Provisions. Under the leadership of the administrative department of wildlife, the wildlife protection and management institutions in Chongming District are responsible for the daily work of hunting management in the game reserve.

The people's governments of townships (towns) in Chongming District shall be responsible for the relevant work of hunting management in their respective areas in accordance with these Provisions.

City and Chongming District public security, industry and commerce (market supervision), transportation and other administrative departments and urban management law enforcement departments in accordance with their respective responsibilities, coordinate the implementation of these provisions. Article 3 (Financial Guarantee)

City, Chongming District People's Government and its township (town) shall ensure the funds needed for the management of the sanctuary within the scope of the sanctuary. Article 4 (Scope and Objects of Prohibited Hunting)

The delineation and adjustment of the range of game reserves shall be put forward by the wildlife protection and management institutions in Chongming District according to the actual needs of wildlife protection, and shall be announced after approval by the Chongming District People's Government.

The wild animals mentioned in these Provisions refer to the following terrestrial wild animals:

(a) included in the list of national and municipal key protected wild animals;

(2) Terrestrial wild animals with important ecological, scientific and social values listed in the list;

(three) other terrestrial wild animals that need to be protected after scientific evaluation and announced by the Chongming District People's Government. Article 5 (Hunting Patrol Prohibition System)

Wildlife hunting patrol system shall be implemented in game reserves.

The administrative department of wildlife in Chongming District shall, jointly with relevant departments, formulate a patrol plan for protected areas and report it to the Chongming District People's Government for approval. The patrol plan of game reserve shall specify the participating departments, division of responsibilities, personnel composition, patrol frequency, key patrol areas and specific disposal measures.

The administrative department of wildlife in Chongming District and the township (town) people's government shall organize professional teams to conduct inspections according to the inspection plan of protected areas. The relevant units and individuals shall assist and cooperate with the inspection work.

Units responsible for the maintenance of public welfare forests and commercial forests in the game reserve shall carry out patrols by special personnel in their maintenance areas and establish patrol files. Units with protection responsibilities shall stop illegal hunting of wild animals when they find them, and report to the administrative department of wildlife in Chongming District or the wildlife protection and management institution in time. Article 6 (Logo Setting)

The administrative department of wildlife in Chongming District shall set warning signs against hunting in key areas such as wildlife habitats and migration routes.

Management units in public places such as public green spaces, large shopping malls, hotels, expressways, bus hubs and rail transit stations shall set up wildlife protection signs in accordance with regulations.

Specifications for the production and installation of warning signs for hunting bans and wildlife protection signs shall be formulated by the municipal wildlife administrative department. Article 7 (Technical Defense Facilities)

The administrative department of wildlife in Chongming District shall, jointly with relevant departments, install infrared cameras, video surveillance and other safety facilities in areas where illegal hunting of wildlife occurs, such as wildlife habitats and migration routes, to monitor illegal hunting of wildlife. Article 8 (No Hunting Requirements)

Hunting and other activities that hinder the survival and reproduction of wild animals are prohibited in the game reserve, except as otherwise provided by laws and regulations.

In the game reserve, in addition to the hunting tools and methods prohibited by laws and regulations, it is also prohibited to use the following hunting tools and methods to hunt wild animals:

(1) Shooting tools such as bows and arrows (crossbows) and nail guns;

(two) catching tools such as bird traps and snake traps;

(3) Trapping by artificial simulated vocalization, food, living animals or animal specimens, unless it is approved according to law for scientific research, population control, epidemic monitoring or other special circumstances;

(4) Other hunting tools and methods prohibited by Chongming District People's Government. Article 9 (No Eating and Buying)

It is forbidden to eat wild animals under special state protection and their products, and it is forbidden to eat wild animals under special state protection and their products without legal source certificate.

It is forbidden to illegally purchase wild animals and their products specified in the preceding paragraph for consumption. Article 10 (Prohibition of Catering Solicitation)

Catering service providers shall not make signboards or recipes with the names, nicknames and patterns of wild animals and their products prohibited from eating as stipulated in Article 9.
