1. Slice the mutton and put it neatly in a bowl.
2. Put oil in the wok, add fennel and chopped green onion and stir-fry.
3. Add chopped cabbage and stir fry.
4. Add salt, thirteen spices and a little soy sauce to taste and stir evenly for use.
5. Put the cabbage in a bowl and steam it in a steamer for more than 20 minutes.
6. After steaming, take out the dish bowl and cover it.
7. Turn the bowl upside down.
8. Remove the bowl and serve.
