In order to ensure the food safety and nutritional health of schools and kindergartens at all levels, implement the People's Republic of China (PRC) Anti-Food Waste Law, the Regulations on the Management of Food Safety and Nutritional Health in Schools and the Guidelines for the Construction of Nutritional and Healthy Schools, and promote the healthy growth of students, the Ministry of Education, together with the General Administration of Market Supervision and the National Health and Health Committee, recently issued the Notice on Strengthening the Hygienic Safety and Nutritional Health Management of School Canteen (hereinafter referred to as the Notice), which clearly strengthened the hygiene safety and nutritional health management of school canteens.

The circular requires that when planning, building, rebuilding and expanding school canteens, all localities and schools should have corresponding places, facilities and equipment, reasonable layout and technological processes according to the requirements of relevant departments, and use the Internet and other means to realize "bright kitchen". School canteens operate independently in principle and should obtain food business licenses. All localities and schools should establish and improve the management system of food safety and nutrition and hygiene in canteens, and clarify the main responsibilities and school managers of food safety and nutrition and hygiene in schools. Implement the responsibility system for food safety of school principals (principals), implement a centralized catering system in primary and secondary schools and kindergartens, and give full play to the supervisory role of the diet Committee, teachers, students and parents.

The circular stressed that all localities and schools should strictly control the procurement channels of food, raw materials and tableware, implement the system of inspection and recording of incoming goods, and prohibit the procurement and use of products that are explicitly prohibited by the state or do not meet food safety standards. Schools should be equipped with qualified full-time or hired food safety, nutrition and health management personnel, and encourage the use of dietary analysis platforms or software to compile and publish weekly recipes. Students' meals should be varied, with balanced nutrition, a variety of fresh vegetables, and an appropriate amount of fish, poultry, eggs and milk.

The "Notice" clarifies that all localities and schools should guide teachers and students to firmly establish the awareness of saving and loving food, and earnestly develop the good habit of thrift. School canteens provide meals on demand, improve the way of feeding, and encourage the implementation of small dishes, half dishes, set meals and other measures. Local education, market supervision and health departments should regularly carry out training and guidance on food safety and nutrition health knowledge and infectious disease prevention and control skills for school administrators, canteen employees and teachers within their jurisdiction, regard food safety and nutrition health as an important part of health education and teaching, and cultivate students' balanced diet concept and healthy eating habits.

The notice requires that the school canteen should keep the internal and external environment clean and tidy, and employees in the canteen should have a health check before or at the beginning of each semester to obtain a health certificate. Schools should do a good job in the prevention and control of common infectious diseases such as norovirus-infected diarrhea, and establish and implement emergency plans and reporting systems for food poisoning or other food-borne diseases. Schools that choose off-campus catering units should establish and improve the introduction and withdrawal mechanism, and select the best candidates.

"Regulations on the Management of Food Safety, Nutrition and Hygiene in Schools" Article 3 The principle of giving priority to prevention, monitoring the whole process, territorial management and school implementation shall be implemented in centralized dining in schools, and a working mechanism shall be established in which education, food safety supervision and management, health and health departments are responsible for the division of labor.

Article 4 Centralized dining in schools shall adhere to the principles of public welfare and convenience, and improve the school food safety risk prevention and control system around key links such as procurement, storage, processing, distribution and meal supply, so as to ensure food safety and promote nutrition and health.

Article 5 Schools shall, in accordance with the provisions of food safety laws and regulations and the requirements of healthy China strategy, establish and improve relevant systems, implement campus food safety responsibilities, and carry out publicity and education on food safety and nutrition health.
