Measures for the Implementation of School Enrollment in Wenling Compulsory Education Stage 20 17

People's governments of towns, sub-district offices and relevant units:

In order to further implement the Compulsory Education Law of People's Republic of China (PRC) and the Regulations of Zhejiang Province on Compulsory Education, and further standardize the enrollment work in the compulsory education stage, with the consent of the Municipal People's Government, the implementation measures for school enrollment in the 20 17 compulsory education stage in our city are formulated as follows:

I. Guiding ideology and work objectives

Strictly implement the spirit of the superior documents, standardize the enrollment order according to the principle of relatively close admission, and ensure openness, fairness and justice.

Two, Taiping street area school enrollment measures

(1)20 17 The primary and junior high school districts within Taiping Street remain unchanged. See attachment 1 for details.

(two) public primary schools and junior high schools within the scope of Taiping Street shall recruit new students in the following order, and new students shall have People's Republic of China (PRC) citizenship.

First batch

Applicant (meeting one of the following conditions):

(1) If the household registration and real estate of school-age children (teenagers) are in the school district (hereinafter referred to as "household registration"), the household registration and real estate acquisition time must be before 17 June (including 17 June);

School-age children (teenagers) have household registration but no real estate in the school district. Those who meet one of the following conditions can be regarded as "household consistency": 20 16 (that is, 20 16 12) school-age children (teenagers) who have registered in the school district before the promulgation of the new detailed rules for household registration transfer in Wenling City; ? School-age children (teenagers) obtained the household registration in the school district from 201610/0/2 to 20 17/June17, and one parent was on 2016/7.

The first batch of target properties must meet the following conditions at the same time: ① They must be owned by school-age children (teenagers) or legal guardians, or legal guardians only share them with grandparents of school-age children (teenagers); ② The property must be residential in nature; ③ The property occupied by school-age children (teenagers) or legal guardians must be more than 40 square meters (the real estate license obtained before May 22, 20 13 is not limited in area).

(2) The children of imported talents in our city (subject to the document of Wen Talent Office [2065438+06] No.34), the children of "Top Ten New Wenling People", the children of martyrs and those who died in the line of duty, the school-age children of human reservoir immigrants who hold the property right certificate of Wulong Community, and the school-age orphans of Haocheng Charity Children's Home, respectively, shall be strictly controlled, and the school-age children who need to enter school shall be put forward before June/kloc-0.

(3) Wenling art students and professional athletes: This year, the primary school affiliated to the United Art School (located in the experimental primary school in the city) recruited 80 art students from Wenling primary school; The junior middle school of the Municipal United Art School (located in Wenzhong Experimental School) recruits Wenling junior high school art students, and the graduates of the 20xx primary school of the United Art School voluntarily advance directly; The network sports team of junior sports school recruits corresponding professional athletes with Wenling household registration; Specific enrollment measures shall be formulated separately by the Municipal Education Bureau in conjunction with relevant departments;

(4) The original residents of Jin Yuan Residential Area enjoy the second admission policy in the Minute of Coordination Meeting on the Construction of Jin Yuan Residential Area (Zheng Wen Banji [2005] No.33) dated August 9, 2005, and enter Jin Yuan Primary School with the real estate license and the commercial housing (residential) sales contract signed with the developer. Non-indigenous residents do not enjoy this policy.

Admission method: direct admission from the school.

Registration time: June16 ~ June 17.

Registration place: primary school or junior high school in the school district (or overall arrangement) where the household registration is located.

When registering, you need to bring the original household registration book 1 copy and the real estate license 1 copy (you don't need to provide real estate license information if you have a school district household registration before 20 16 10 12) and register directly at the school site.

The corresponding schools are responsible for qualification examination, and the Municipal Education Bureau and Taiping Street are responsible for spot checks.

After the second batch has completed the first batch of enrollment, if there is a spare degree in primary school or junior high school, the second batch of enrollment will be conducted in the following ways:

1. Applicant (meeting one of the following conditions):

? School-age children (teenagers) have their household registration in the school district at the time of registration;

? School-age children (teenagers) or their legal guardians are already in the school district at the time of registration.

The conditions of the second batch of properties are the same as those of the first batch.

2. Admission method

The first step: if the number of applicants is less than the number of vacant degrees in the school district, all of them will be admitted directly by the school; If the number of applicants exceeds the number of vacant degrees in the school district, they will be admitted by lottery, and the relevant schools will be responsible for formulating the specific operation methods of lottery and organizing their implementation.

Step 2: If there is still a spare degree in a school after the first step of admission, the Education Bureau will take the lottery to admit the applicants who have arranged household registration in other school districts in Taiping Street and have not been admitted.

Registration time: June 22nd to June 23rd.

Registration place: primary school or junior high school in the school district where the household registration or real estate is located.

When registering, you need to bring the original household registration book 1 copy and the real estate license 1 copy (registered object? No need to provide real estate license), go directly to the school to register.

School-age children (teenagers) who meet the registration conditions of many schools (including Kowloon School) in Taiping Street at the same time can only choose one school to register. If duplicate registration is found, the admission qualification will be cancelled.

The corresponding schools are responsible for qualification examination, and the Municipal Education Bureau and Taiping Street are responsible for spot checks.

After the third batch completes the second batch of enrollment, if there are spare degrees in primary schools and junior high schools within the scope of Taiping Street, the third batch of enrollment will be conducted in the following ways:

1. Applicant (must meet one of the following conditions):

? Those who meet the second batch of registration conditions will not be admitted;

? Grandparents of school-age children (teenagers) have real estate in Taiping Street area. The property must be residential in nature, and the property area where grandparents live must be more than 40 square meters (the property ownership certificate obtained before May 22, 20 13 is not limited in area);

? School-age children (teenagers) have Wenling household registration, and one of their legal guardians is engaged in business, business or work in Taiping street area, and has paid endowment insurance for three years (i.e. from June 30th, 20 14 to June 29th, 20 17);

(4) School-age children are primary school graduates in Taiping Street area and registered in other towns (streets) in Wenling City. Before graduation, you must be registered in primary schools within Taiping Street for more than 3 years;

(5) School-age children (teenagers) are not registered in Wenling, which is in line with the entry requirements of the floating population points system in our city, and their guardian points rank among the top 5 in all streets (excluding other towns);

2. Admission method: The Municipal Education Bureau will organize a lottery to randomly generate the third batch of school enrollment targets in Taiping Street.

Registration time: June 30th to July 1.

Please refer to the announcement of the third batch of enrollment for the registration place and materials to be brought (it will be announced in the sunshine enrollment column of Wenling Education Information Network after the second batch of enrollment).

Three, Kowloon School Admissions Measures

(1) Kowloon School District 20 17 remains unchanged. See attachment 1 for details.

(2) Kowloon School enrolls new students in the following order, and new students must have People's Republic of China (PRC) (PRC) citizenship.

? School-age children (teenagers) or their legal guardians are already in the school district at the time of registration.

The conditions of the second batch of properties are the same as those of the first batch.

2. Admission method

If the number of applicants is less than the number of vacancies in the school, all of them will be directly admitted by the school; If the number of applicants exceeds the number of vacancies in the school, they will be admitted by lottery, and Kowloon School will be responsible for formulating the specific operation methods of lottery and organizing their implementation.

Registration time: June 22nd to June 23rd.

Registration place: Kowloon School.

Applicants who have not been admitted in this batch will return to the place where their household registration is located or where their household registration has moved out.

The qualification examination is the responsibility of the corresponding school, and the Municipal Education Bureau is responsible for spot checks.

After the third batch completes the second batch of enrollment, if there are still vacancies, the third batch of enrollment will be carried out in the following ways:

1. Applicant (meeting one of the following conditions):

? School-age children (teenagers) have household registration within the scope of the new city;

? School-age children (teenagers) or their legal guardians have real estate in the new city, and the real estate conditions are the same as those in the first and second batches.

2. Admission method: If the number of vacancies in Kowloon School is insufficient 10, the third batch of enrollment will not be organized; If the number of redundant degrees is greater than 10, they will be distributed to towns (streets) according to the proportion of 40% in Chengxi Street, 30% in Chengdong Street, 0/5% in Wenqiao Town, 0/0% in Hengfeng Street and 5% in Taiping Street. If the number of school-age children enrolled is less than the vacancy, all students will be admitted; If the number of school-age children enrolled exceeds the vacancy, they will be admitted by lottery. The relevant towns (streets) are responsible for organizing the registration, formulating the specific operation methods of the lottery and organizing the implementation.

Registration time: June 30th to July 1.

Registration place: the relevant towns and streets decide on their own.

When registering, you must bring your household registration book, ID card and other corresponding documents and their copies 1 copy.

Four. Other relevant regulations.

1. Due to the shortage of educational resources, the first batch of students enrolled in compulsory education public schools, in principle, require school-age children to have a year's household registration and real estate in 20 18 (that is, obtain household registration and real estate before August 20 1 20 17), and the specific enrollment policy shall be subject to the enrollment documents of that year.

2. Within the scope of Taiping Street, the school-age children of relocated households who have not implemented residential real estate shall be deemed to have real estate in the school district where the original real estate is located by the demolition agreement and the certificate of the construction planning department or the land department, but not including the objects who have enjoyed the monetary resettlement policy after the demolition.

3. Primary school graduates from Kowloon School are not directly promoted to junior high school, and primary school graduates are enrolled according to the junior high school enrollment policy in the year of graduation.

4. The list of pre-admitted school-age children (teenagers) in each batch was publicized in the sunshine enrollment column of Wenling Education Information Network for 3 days. If repeated registration or unqualified conditions are found during the publicity period, the admission qualification will be cancelled. The third batch of school-age children (teenagers) who meet the admission conditions fail to report to the admission school at the time specified by the school, and their admission qualifications will be cancelled by the school.

Five, other regional enrollment measures

The people's governments (offices) of other towns (streets) should strictly recruit students in accordance with the requirements of relevant documents of Zhejiang Province and Taizhou City. According to the spirit of this notice, the corresponding regional enrollment policy is formulated in strict accordance with the enrollment policy of Taiping Street. Enrollment documents should be reported to the office of the leading group for compulsory education enrollment in the city for the record. Measures for the Admission of Special Children with Intransitive Verbs

According to the relevant regulations of Zhejiang Province and Taizhou City, school-age children with visual impairment can attend Zhejiang School for the Blind (No.585 Golf Road, Fuyang City, Zhejiang Province, tel. 0571-63461694,63461643). School-age hearing-impaired children can attend Taizhou School for the Deaf (Rong 'an Village, Fengjiang Street, luqiao district, Tel: 8290 1062 or 82424582). School-age children with mild mental retardation attend ordinary schools. School-age children with moderate (severe) mental retardation who are suitable for school can attend Wenling Special Education School with a disability certificate (No.39 Xijiao Road, Taiping Street, tel. 86 152 1 12). School-age children with severe mental retardation cannot go to school normally, and they will be sent to school by the school district where their household registration is located.

Seven, the floating population with the children's school approach

Town (street) people's government (office) shall, after predicting the number of children registered in Wenling within its jurisdiction, determine the number of places for children of floating population to enter school. More than 60% of the enrollment places of floating children in each school section of each town (street) are enrolled in accordance with the Implementation Measures for the Integral Admission of Floating Children in Wenling City in 20 17 (No.5 of Wenjiao [2017]), and the remaining enrollment places of floating children can be enrolled by the town (street) in accordance with the sunshine enrollment policy of the town (street).

Eight, standardize enrollment and student status management regulations

(1) According to the Compulsory Education Law, the age of primary school freshmen in 20 17 is 6 years old (that is, they were born on or before August of 201year). Town people's governments, neighborhood offices and primary schools should find out the base of school-age children with local household registration and take various measures to urge school-age children/adolescents (including disabled children) to enter school according to law. Primary schools are not allowed to enroll children under the age of 6 (that is, children born on or after September 20 1 1 year). Minor children enrolled in school shall not be registered in electronic student status, and shall be dealt with according to the relevant provisions of the violation of school-running behavior. Children with delayed admission should submit their application for delayed admission and related materials to the education window and administrative service center of the school where their household registration is located.

(2) Except for the enrollment of art classes and sports teams as stipulated in this circular, all compulsory primary and secondary schools shall not hold any form of entrance-related examinations without authorization, and shall be admitted without trial.

(3) The number of enrollment plans for primary and secondary schools in the 2017 compulsory education stage is limited, and the enrollment shall not exceed the number of enrollment plans approved by the Education Bureau. All schools should actively control the class size within 43 students in the first grade of primary school and 45 students in the seventh grade of junior high school in accordance with the requirements of building a modern city in the province.

(4) This year, City No.5 Middle School allows 60 students to enroll in the Yaohao quota for graduates of Wenling registered primary school, and City No.8 Middle School allows 60 students to enroll in the Yaohao quota for graduates of Wenling registered primary school. Other public schools are not allowed to recruit students across towns (streets) in violation of regulations. We must strictly limit the enrollment across school districts within the town (street), and schools are not allowed to enroll students across regions without authorization.

(five) the registration list of public primary schools, junior high schools and Kowloon schools in Taiping Street area is publicized on Wenling Education Information Network and Wenling Sunshine Project Network, and is subject to the supervision of the whole society. The Municipal Education Bureau has set up a complaint telephone number (862 1878 1).

(six) if the school exceeds the plan or recruits unqualified students without authorization, the students will not be registered and will be included in the assessment of the school's educational objectives and responsibilities, and the principal will be held accountable and included in the principal's performance appraisal.

(7) parallel placement and sunny placement. Top classes, key classes, super-long classes and unapproved experimental classes are not allowed to be set up, so as to eliminate the phenomenon of course selection and ensure the openness, fairness and impartiality of the placement process.

(eight) public primary schools and junior high schools shall not charge any fees linked to admission, and private primary schools and junior high schools must abide by relevant state policies.

(9) Freshmen voluntarily give up the entrance qualification of the school where their household registration is located, and after entering other schools (including public and private schools) in Wenling City, they will no longer be regarded as students of the school where their household registration is located, except for athletes of sports teams in primary sports schools.

(10) further standardize the procedures for students to transfer, drop out of school, skip a grade, repeat a grade, etc. It is strictly forbidden to achieve the purpose of choosing a school in the name of transferring, and resolutely stop failing classes. In principle, the transfer of public compulsory education schools must meet the following conditions: "consistent housing and households" in the school district and the school has vacant places. After June 17, 2065438, students in Grade 1 and Grade 7 who have achieved "consistent household registration" in Taiping Street Compulsory Education School and Kowloon School District will be allowed to transfer in the second school year on the premise that there are spare degrees in the school, and those who move in early will have priority over those who move in late.

Nine, the relevant departments and towns (streets) job responsibilities

In order to strengthen the organization and leadership of compulsory education enrollment in primary and secondary schools in the city in 20 17, the city established a leading group for compulsory education enrollment in primary and secondary schools. The leader of the leading group is the deputy mayor in charge of education, and the members are the municipal government office, the Propaganda Department of the Municipal Party Committee, the Municipal Education Bureau, the Municipal Development and Reform Bureau, the Municipal Public Security Bureau, the Municipal Finance Bureau, the Municipal Construction Planning Bureau, the Municipal Floating Population Administration Bureau, and towns (streets). The office is located in the Municipal Education Bureau. Party representatives, NPC deputies and CPPCC members were invited as supervisors. The main duties of the leading group are to formulate enrollment policies, be responsible for overall deployment, supervise enrollment behavior, and earnestly safeguard the openness, fairness and impartiality of enrollment work. Towns (streets) should establish corresponding leading bodies, define the division of labor and implement their duties.

The Municipal Education Bureau should guide and urge the compulsory primary and secondary schools in all towns (streets) in the city to carry out enrollment work, and jointly with the Taiping Sub-district Office, do a good job in the enrollment work of public primary schools and junior high schools within Taiping Sub-district, and timely announce the enrollment plan of primary schools, junior high schools and Kowloon schools within Taiping Sub-district and the number of vacancies in each batch of public schools. In addition to Taiping Street, the people's governments (offices) of other towns (streets) should introduce measures to ensure sunshine enrollment, and ensure the standardized and orderly completion of enrollment in primary schools and junior high schools within their respective jurisdictions.

The public security department should strengthen the management of household registration, and go through the formalities of registered permanent residence migration in time. The Development and Reform Bureau should strengthen the inspection and handling of school fees. All news media should actively publicize the relevant enrollment policies and procedures. Please industry and commerce, taxation, housing management, social security center and other relevant departments to actively cooperate, strictly control, and jointly do a good job in the audit of various documents related to admission.

Relevant departments and schools should set up supervision telephones, accept reports and complaints from the masses in a timely manner, deal with irregularities in a timely manner, and hand them over to the discipline inspection and judicial departments for handling if the circumstances are serious.
