Reasons for new construction: the so-called expansion and reconstruction can only reflect the original intention of the project, but it was later changed to be unworthy of the name. In September, 2008, China Railway No.4 Survey and Design Institute submitted the feasibility study report of the technical transformation project from Loudi to Shaoyang North of Loushao Line to the Ministry of Railways. After the feasibility study review meeting, in order to fulfill the original promise and appease the anxiety of Shaoyang people, the feasibility study was approved and put into trial operation on June 29, 2009. At the same time, the Shaoyang-Yongzhou section of the Luoyang-Zhanjiang railway passage has also been completed.
