3. This project does not accept consortium bidding;

4. Meet one of the following conditions:

(1) Bad behaviors have not been recorded by Hefei and its county (city) public resources transaction supervision and management departments within two years before the bid opening date, or the cumulative record of bad behaviors is less than 10.

(2) The cumulative score of recent bad behavior records recorded by Hefei and its county (city) public * * * resource transaction supervision and management departments reaches 10 (including 10) to 15, and the publication date is more than 6 months from the bid opening date.

(3) The cumulative score of the latest bad behavior record recorded by Hefei and its county (city) public * * * resource transaction supervision and management department reaches 15 (including 15) to 20, and the publication date is more than 12 months from the bid opening date.

(4) The cumulative score of the latest bad behavior record recorded by Hefei and its county (city) public * * * resource transaction supervision and management department reached 20 points or more, and the publication date was more than 24 months from the bid opening date.

5. The bidder shall not have the following bad conditions or bad credit records:

(1) The municipal and above construction administrative departments/district housing construction and municipal infrastructure project bidding activities supervision departments suspend or cancel the bidding qualification of the project subject to tender or the location of the public * * * resource trading platform or prohibit access to the public * * * resource trading platform in Hefei, Anhui, and within the validity period;

(2) Being ordered to suspend production or business, temporarily suspending or revoking the license, or temporarily suspending or revoking the license;

(3) Entering the liquidation procedure, or being declared bankrupt, or being incapacitated for other reasons;
