2. Dual universal suffrage means that the election of the Chief Executive and all members of the Legislative Council of the Hong Kong Special Administrative Region can only be achieved through universal suffrage, which is the constitutional development goal set by the Hong Kong Basic Law for the Hong Kong Special Administrative Region. Moreover, the Basic Law stipulates that the election method of dual universal suffrage should be promoted in accordance with the actual situation in Hong Kong and the principle of gradual progress.
3. The policy of dual universal suffrage came into being more than ten years after Hong Kong's return to China, and the coverage period of the methods for selecting the Chief Executive and forming the Legislative Council in Annexes I and II of the Basic Law is approaching. In addition, after the financial turmoil and economic, legal and social crises in Hong Kong, people have higher requirements for the administration of the SAR Government, and dual universal suffrage came into being.
4. According to China the National People's Congress Standing Committee (NPCSC)'s decision on Hong Kong's political development as early as 2007, the Chief Executive of the Hong Kong Special Administrative Region will be formally elected by universal suffrage in 20 17, and the Legislative Council of Hong Kong will be formally elected by universal suffrage from 2020.
