1. What does double universal suffrage mean? Dual universal suffrage refers to the policy of universal suffrage for the Chief Executive and all members of the Legislative Council in the Hong Kong Special Administrative Region, which is the constitutional development goal set by the Basic Law of Hong Kong. Moreover, China the National People's Congress Standing Committee (NPCSC) made a decision in 2007, and the policy of universal suffrage for the Chief Executive of the Hong Kong Special Administrative Region and all members of the Legislative Council was formally implemented in 20 17 and 2020 respectively.

Dual universal suffrage means that the election of the Chief Executive and all members of the Legislative Council of the Hong Kong Special Administrative Region can only be achieved through universal suffrage, which is the constitutional development goal set by the Hong Kong Basic Law for the Hong Kong Special Administrative Region.
