2. In a large bowl, gently mix salmon (including 2 tablespoons of canned liquid), bread, onion, garlic, dill, sweet pepper, flour, eggs, Chili powder, lemon peel, lemon juice, salt and pepper.
3. After mixing, make 8 small pies, each of which is about 1/2 inches thick.
4. Heat olive oil in a large frying pan over medium heat. Cook the small pie until both sides are well browned, about 3-4 minutes on each side.
