In the Edo period, there was a place recognized by the Shogunate as a place of pleasure - Yoshiwara Yuko. It was in this rich and prosperous place, surrounded by beads and emeralds, that an unusual flower girl was born, who was both magnificent and bold, and this movie is about her legendary story.
When the cherry blossoms are in full bloom again, but there are still no cherry blossoms in Yoshiwara Yukaku, an eight-year-old girl is brought to Tamagikuya by a trafficker. The young girl is named Kiyoha, and she escapes several times before being recaptured. The owner of the house puts Masahi (Miho Kanno), the head flower girl who is both talented and beautiful, in charge of teaching Kiyoha. She is told that the only way out of here is to find someone who will ransom her. So Kiyoha stops running away and resolves to become the number one flower girl in Yoshiwara.
Kiyoha (Anna Tsuchiya) grows up to be 17 years old and beautiful. A retired high-ranking official (Ichikawa Shodanji) who frequents Yoshiwara becomes her first customer. Soon after, Kiyoha falls in love with a young man, Sojiro (Kanko Narimiya), and it is only in front of Sojiro that the usually arrogant and stubborn Kiyoha shows her weakness and innocence. Kiyoha becomes more and more popular. The ukiyo-e artist Mitsuhide (Masatoshi Nagase) also takes an interest in her, which makes the flower girl Takao (Yoshino Kimura), who is in love with Mitsuhide, jealous, and she devises a plan to break up Kiyoha and Sojiro. Kiyoha and Takao fight and make a scene at the Tamagikuya.
A year later, Kiyoha becomes the flower girl of Tamagikuya and changes her name to Higurashi. She responds earnestly to every admirer, but does not receive guests she does not like, even if they are of high status. A samurai, Kuranosuke (Kratsuhei Shiina), falls in love with Higurashi at first sight, and arrives at the Tamagikuya with a large sum of money, only to be rebuffed for his impolite behavior. When Kuranosuke comes back, he is not so bossy, and Higurashi accepts him. Kuranosuke prepares to marry Higurashi. Higurashi offers to leave only if he can make Yoshiwara-no-Machi bloom with cherry blossoms. Kuranosuke does fulfill Higurashi's wish, but Higurashi still rejects him. It turns out that she is pregnant and has no idea who the father of her child is.
Higurashi has a miscarriage, and Tamagikuya's hitman Seiji (Masanobu Ando) keeps encouraging and comforting her. As Higurashi recovers, a retired high-ranking official tells her, "There is no cherry blossom that won't bloom. This is Higurashi's first and last customer. In the end, Higurashi leaves Yoshiwara with Kiyoharu, who has always been in love with her, and starts a new life...
