What is a thing without a propeller?

"Something without a propeller" is used to describe someone or something that has no bottom line in what they say or do.

This is from a line in the 1984 comedy movie Teppanyaki, in which the main character, on a trip to the Philippines, found two locals and rented a plane that was said to be the only one in the Philippines and the most luxurious one, but before the plane took off, the wing fell off. After that, the wheels and propellers also fell off. During that time, the pilot of the airplane said, "Don't be afraid, we can fly without a propeller. Don't be afraid, we can fly without a propeller." In the end, everyone fell into the sea.
