The Japanese imperialists formed the "China-Manchuria Independent Autonomous Association" in Siping Street and announced the revocation of county power in five counties including Changtu, Lishu, Kaiyuan, Huaide, and Liaoyuan (today's Shuangliao). "All general affairs in each county shall be handled by this association." Make Siping Street the axis of governance for "each county".

On October 5, Siping Street was upgraded to a city, called "Siping Market", and the "China-Manchuria Independent Autonomous Association" was also renamed "Siping Street Municipal Office", and the Japanese Kenzo Akita was appointed as Advisor, traitor Zhai Shutian became mayor and separated Siping Street from Lishu County. Dozens of Japanese military and political personnel were secretly sent to Lishu County to closely monitor all county government agencies. That night, he planned to establish the "Lishu County Four People's Autonomy Maintenance Association". On the 13th, the "Lishu County Four People's Autonomy Maintenance Association" was established. With Kan Chaoshan as the chairman and Meng Qingzhang as the vice-chairman, 21 members including Chen Wen, Fan Daquan, Han Jingtang, and Yang Zuodong convened a people's meeting in the county seat to order the entire county to replace the county power with the "Four People's Autonomy Maintenance Association". On November 1, the "Four People's Autonomy Maintenance Association" was changed to the "Lishu County Local Autonomy Maintenance Association", and another "people's" election was held. This "Local Autonomy Maintenance Committee" is composed of honorary advisor: Lin Qing (captain of the Siping Street Military Police Division); advisors: Shigeyoshi Kiguchi, Zezo Soeda, Tokushirō Sato; Chairman: Kan Chaoshan; Vice Chairman: Meng Qingzhang; Committee members: 14 people including Chen Wen, Han Jingtang, Zhu Shien, Fan Daquan, Zhang Yunxian, Yang Zuodong, Zhai Shutian, Li Dongpu, etc.

The Japanese invaders were very worried about the situation in Lishu and sent 4 autonomous instructors to Lishu. They were sent to Lishu from Fengtian Provincial City that night. The Executive Committee abolished the six divisions originally maintained by the committee and established five divisions: General Affairs Office, Police Department, Finance Department, Education Department, and Industry Department. It also expressly stipulates: “All administrative affairs in the county shall be carried out in the honor of the chairman after being resolved by the committee.

On March 28, 1932, the Fengtian Provincial Government appointed Qu Lianben as the first pseudo-county magistrate in Lishu County. In April, the Lishu County Office was established, and the five offices were changed into one section and four bureaus: The General Affairs Section, the Internal Affairs Police Bureau, the Finance Bureau, the Education Bureau, and the Industrial Bureau changed the "Autonomous Executive Committee" to the "Autonomous Committee", and dispatched the Japanese Sawai Teima as the prefectural counselor, and Matsumura Kenji and another Japanese official as the county office counselor. Deputy Counselor of the County Office. On December 25, the County Office established the Qingxiang Bureau and the Autonomous Maintenance Committee. 80 of these two organizations were Japanese.
