The development of dairy industry will greatly promote the improvement of the dietary structure of urban and rural residents, the improvement of national physique, the enrichment of urban and rural markets, the improvement of people's living standards, the optimization of rural industrial structure, the increase of farmers' income and the promotion of the construction of new socialist countryside. It is also of great significance to promote the development of animal husbandry, food machinery, packaging, modern logistics and other related industries.

At present, China's dairy industry is in a critical period of transformation from quantitative expansion to quality and efficiency. In order to implement the Food Safety Law of People's Republic of China (PRC), the Opinions of the State Council on Promoting the Sustainable and Healthy Development of Dairy Industry and the Regulations on the Supervision and Administration of Dairy Quality and Safety, we will build a modern dairy industry with orderly competition, coordinated development, sustained growth and circular economy in an all-round way, ensure the safety of dairy products in China, enhance the national physique, drive farmers to increase their income and enhance the international status and competitiveness of China's dairy industry. This industrial policy was formulated on the basis of Access Conditions for Dairy Processing Industry (Announcement No.26 of the National Development and Reform Commission of the People's Republic of China in 2008) and Industrial Policy for Dairy Industry (Announcement No.35 of the National Development and Reform Commission of the People's Republic of China in 2008), combined with relevant laws and regulations.
