Who makes local regulations?
Local regulations shall be formulated by the people's congresses of provinces and municipalities directly under the Central Government and their standing committees. Local government regulations shall be promulgated by an order signed by the governor, the chairman of the autonomous region, the mayor or the governor of the autonomous prefecture. The local government regulations are the people's governments of provinces, autonomous regions, municipalities directly under the Central Government, cities divided into districts and autonomous prefectures, and the people's governments of Dongguan and Zhongshan in Guangdong Province, Jiayuguan City in Gansu Province and Sansha City in Hainan Province (mutatis mutandis, in the decision of the National People's Congress on amending the Legislative Law of the People's Republic of China adopted on March 5, 201KLOC-0).

Article 100 of the Constitution of the People's Republic of China The people's congresses of provinces and municipalities directly under the Central Government and their standing committees may, on the premise that different constitutions, laws and administrative regulations are inconsistent, formulate local regulations and report them to the NPC Standing Committee for the record. The people's congresses of cities divided into districts and their standing committees may, on the premise that different constitutions, laws, administrative regulations and local regulations of provinces and autonomous regions are in conflict, formulate local regulations in accordance with the law and report them to the standing committees of people's congresses of provinces and autonomous regions for approval before implementation.
