Article 2 The Hui and other ethnic minorities mentioned in these Measures refer to the Hui, Uygur, Kazak, Kirgiz, Uzbek, tatar people, Tajik, Dongxiang, Baoan, Salar and other ten ethnic minorities with muslim food customs (the same below).

the term "halal food" as mentioned in these measures refers to meat and poultry, catering, candy, cakes and other foods slaughtered, purchased, produced, sold, stored and transported according to the traditional living habits of Hui and other ethnic minorities (the same below). Article 3 All units and individuals that produce and manage halal food within the administrative area of this Municipality shall abide by these Measures. Article 4 The ethnic affairs departments of the municipal and county (city) and district people's governments are the supervision and management departments of halal food in this Municipality.

the administrative departments of industry and commerce, taxation, public security, health, price, urban construction, environmental protection, agriculture and animal husbandry at all levels should, according to their respective responsibilities, cooperate with ethnic affairs departments to do a good job in the supervision and management of halal food. Article 5 Units and individuals engaged in the production and marketing of halal food shall meet the following conditions:

(1) Among the leading members of the unit, there should be Hui and other minority citizens;

(2) The owners of individual and private enterprises must be Hui and other minority citizens;

(3) Key positions such as buyer, storekeeper and chef should be held by Hui and other ethnic minorities;

(4) The employees of Hui and other ethnic minorities in the production unit shall not be less than 21% of the total number of employees in the unit; Employees of Hui and other ethnic minorities in business units shall not be less than 25% of the total number of employees in this unit; Hui and other ethnic minority employees in catering units shall not be less than 31% of the total number of employees in this unit;

(5) The production and operation of halal food must meet the requirements of food hygiene. Sixth halal food production and management of cattle, sheep, chickens, ducks, etc., must be slaughtered according to halal customs; If you go out to purchase, you should go to the place where you hold the halal sign. Seventh halal food producers and operators shall not produce and operate meat and its finished products and mixed products that are taboo for Hui and other ethnic minorities. Article 8 Employees and customers of units shall not bring food and other articles taboo by Hui and other ethnic minorities into halal food production and business premises. Article 9 When non-professional halal food shopping malls and shops set up halal food counters, Hui and other ethnic minorities should participate in the operation and management, and their operators shall not be mixed with non-halal food operators.

Muslim food and non-Muslim food should be stored in separate cabinets and sold separately. Article 11 The competent department of bazaars shall rationally arrange the halal food stalls entering the bazaars and keep a proper distance from the non-halal food stalls. Eleventh halal food packaging, there shall be no taboo words and patterns of Hui and other ethnic minorities, halal food packaging shall not be sold or transferred to non-halal food producers and operators. Article 12 Those who produce and operate halal food shall hold the Hygiene Permit issued by the health department at or above the county level, the Business License issued by the industrial and commercial department and the halal sign under the unified supervision of the Kunming Ethnic Affairs Committee before engaging in production and operation activities. Thirteenth units and individuals that have not obtained halal signs shall not publish halal food advertisements without halal signs, and shall not produce and operate halal food; It is not allowed to use, post or hang signs with the words "halal", "Hui" and "Muslim" on production and business premises and product packaging. Fourteenth any unit or individual shall not forge, transfer or resell Muslim signs, and shall not use expired and Muslim signs outside the city. Fifteenth halal food producers and operators to apply for signs, only in the administrative area of the application; Need to go to other counties (cities) and districts in this city to produce and operate halal food, you should apply for halal signs again at the local ethnic affairs department. Article 16 The management of halal food shall be based on the principle of combining professional supervision with mass supervision:

(1) The ethnic affairs department of the people's government of the city, county (city) district shall, jointly with the relevant departments of industry and commerce and health, regularly or irregularly supervise and inspect the halal food industry within its jurisdiction.

(2) The ethnic affairs departments of cities, counties (cities) and districts should invite the Hui and other ethnic minorities to be the obligatory supervisors of halal food and carry out regular supervision activities.

when conducting supervision activities, halal food supervisors should produce the halal food supervision certificate uniformly produced by the municipal ethnic affairs department. Seventeenth halal signs management shall be verified once a year, and the halal signs that have not been verified due shall automatically become invalid. The certification authority shall be responsible for the certification work. Eighteenth ethnic affairs departments to deal with halal food production and operation enterprises owners and supervisors of ethnic policies, halal food management regulations training. Nineteenth halal food producers and operators who abide by and implement these measures shall be commended by the ethnic affairs departments of the people's governments at all levels. Article 21 whoever violates the provisions of these measures in any of the following circumstances shall be punished by the ethnic affairs department of the city, county (city) and district government:

(1) halal food producers and operators who do not hang halal license plates and do not have the conditions for halal food production and operation shall be ordered to make corrections within a time limit, and those who fail to make corrections within the time limit shall be fined 211 to 511 yuan.

(2) Those who violate one of the provisions of Article 6, Article 7, Article 8 and Article 9 of these Measures shall be ordered to make corrections within a time limit; those who fail to make corrections within the time limit shall be fined from 511 yuan to 1111 yuan for the unit and from 111 yuan to 211 yuan for the individual.

(3) Whoever, in violation of the provisions of Article 11 of these measures, passes off the meat taboo by Hui and other ethnic minorities as halal meat, or marks other non-halal foods as halal food for sale, shall be fined from 511 yuan to 811 yuan and rectified within a time limit.
