Chapter 1 General Provisions Article 1 In order to strengthen the management of crew training, ensure the quality of crew training, and improve the quality of crew, in accordance with the "Regulations on Crews of the People's Republic of China" and the provisions signed by the People's Republic of China or the relevant international conventions to which it has acceded, formulate these rules. Article 2 These rules shall apply to those engaged in crew training business within the territory of the People’s Republic of China. Article 3 Crew training shall be socialized, and crew training business shall be operated in accordance with the law, with honesty and credit, and fair competition.
Crew training management should be fair, just, open and convenient for the people. Article 4 The Ministry of Transport is in charge of crew training nationwide.
The People's Republic of China and the Maritime Safety Administration are responsible for the unified implementation of crew training and management.
Maritime administration agencies at all levels are specifically responsible for the supervision and management of crew training in accordance with their respective responsibilities. Article 5 The Ministry of Transport shall, in accordance with relevant national laws, administrative regulations and relevant international conventions concluded or acceded to by my country, determine the specific items of crew training, formulate corresponding training programs, and announce them to the public. Article 6 Shipping companies and relevant institutions shall provide facilities for crew members to participate in crew training and organize on-board training and knowledge update training for crew members. Chapter 2 Types and Items of Crew Training Article 7 Crew training is divided into three categories according to the training content: crew basic safety training, crew competency training and special training.
Crew training is divided into two categories according to the training objects: seagoing ship crew training and inland waterway ship crew training. Article 8 Basic crew safety training refers to the training in personal survival skills, firefighting, basic first aid, personal safety and social responsibility that crew members receive before taking up their posts on board the ship, including the following training items:
(1 ) The basic safety of crew members on seagoing vessels;
(2) The basic safety of crew members on inland waterway vessels. Article 9 Crew competency training refers to the professional technical knowledge and professional skills training that crew members receive before obtaining the certificate of competency to adapt the crew to the proposed positions, including crew position competency training and crew professional skills competency training.
Crew job competency training is divided into seagoing ship crew job competency training and inland river ship crew job competency training. Among them, the job competency training for seagoing ship crew includes the following training items:
(1) Captain;
(2) Chief Engineer;
(3) Chief Engineer Deputy;
(4) Large tube wheel;
(5) Third deputy;
(6) Third tube wheel;
(7) Electronic and electrical officer;
(8) Duty mechanic;
(9) Duty sailor;
(10) Electronic technician;
(11) Global Maritime Distress and Safety System (GMDSS) operator;
(12) Pilot;
(13) Crew of non-self-propelled ships ;
(14) Crew of wing-effect craft;
(15) Yacht operator;
(16) Motorboat driver.
The job competency training for inland river ship crew includes the following training items:
(1) Driving position;
(2) Engine position.
Crew professional skills competency training is only for seagoing ship crews, including the following training items:
(1) Proficient in survival craft and rescue boats;
(2) ) Proficient in fast rescue boats;
(3) Advanced firefighting;
(4) Proficient in first aid;
(5) Onboard medical care;
< p>(6) Security awareness;(7) Crew members with designated security responsibilities;
(8) Ship security officers. Article 10 Special training refers to the training for crew members working on special ships such as dangerous goods ships, passenger ships, large ships, etc., and is divided into special training for sea-going ship crews and special training for inland river ship crews. Among them, special training for seagoing ship crew includes the following training items:
(1) Basic training on cargo operations of oil tankers and chemical tankers;
(2) Advanced training on cargo operations of oil tankers;

(3) Advanced training on chemical tanker cargo operations;
(4) Basic training on liquefied gas tanker cargo operations;
(5) Advanced training on liquefied gas tanker cargo operations Training;
(6) Special training for passenger ship crew;
(7) Special training for large ship operation;
(8) Special training for high-speed ship crew;< /p>
(9) Special training for the operation of loading bulk solid dangerous and harmful substances on ships;
(10) Special training for the operation of loading and packaging dangerous and harmful substances on ships;
( 11) Basic training for crew members on ships using gas or other low flash point fuels;
(12) Advanced training for crew members on ships using gas or other low flash point fuels;
(13 ) Basic training for ship operating crews in polar waters;
(14) Advanced training for ship operating crews in polar waters;
(15) Special training for seaplane pilots.
Special training for inland river ship crews includes the following training items:
(1) Oil tankers;
(2) Bulk chemical tankers;
(3) Liquefied gas ship;
(4) Passenger ship;
(5) High-speed ship;
(6) Ro-ro ship;
(7) Ships carrying packaged dangerous goods;
(8) Liquefied gas fuel power plant ships;
(9) Special training for seaplane pilots. Chapter 3 Licensing for Crew Training Article 11 A licensing system is implemented for crew training.
Training institutions shall apply for and obtain specific crew training licenses for different crew training projects in accordance with the provisions of these rules before they can carry out corresponding crew training business.
The training institutions in the preceding paragraph refer to institutions, enterprises, institutions or social groups established in accordance with the law.
Except for conducting training for the crew of the company’s own official ships, no national agency or the competent department of crew training and examination may organize or participate in crew training.
