Du Yuankun is from Tainan, but he has a deep affection for Penghu. The story starts with Zhuang Zhuyunu, the "Grandma of Ten Yuan Bento".
Zhuang Zhuyu was born in Jibei, Penghu County. She married to Kaohsiung at the age of 16, and she and her husband ran an engineering business with some success. Because she discovered that many of her fellow Penghu people were working as workers in Kaohsiung Port and often had no food and accommodation, she not only provided them with accommodation in her warehouse, but also provided an all-you-can-eat buffet for ten yuan so that these dock workers could eat well and have enough energy to work.
In 2005, my grandma came to E-Da Hospital for surgery due to knee problems. A few days after the operation, my grandma was in a hurry to be discharged from the hospital, saying she wanted to go back and take care of her business. Du Yuankun was curious: "What kind of business do you have to go back in such a hurry?" After learning more about it, he learned about his grandmother's good deeds.
Through his grandmother’s narration, Du Yuankun learned that many of his patients were from Penghu. In order to see the doctor, they had to go to Kaohsiung the day before. The time to see the doctor was usually too late, and they had to be in Kaohsiung. Stay one more night. In other words, it would take three days and two nights for these Penghu patients to see a doctor. To prevent patients from catching a plane, Du Yuankun flew to outlying islands for free clinic
Du Yuankun thought: "Since it is so hard for Penghu patients to come to Kaohsiung for medical treatment, why not fly there." So he began to go to Magong and Jilin from time to time with his hospital colleagues. Free clinics were held in Bei, Wang'an and other places and continued for a period of time.
In the past 5 or 6 years, Du Yuankun has often heard the words "catch a plane" appearing in patients' speeches. After questioning, he learned that these words came from Patients in Penghu are anxious to finish their consultations and catch the last flight home in the evening.
Seeing that patients were anxious to catch a flight, and some patients with limited mobility were spending a lot of time traveling there and back, Du Yuankun believed that we must find a way to solve the medical treatment problem for Penghu folks. Therefore, since May 2016, E-Da Hospital has signed a strategic alliance with Penghu County *** to provide monthly in-site services. Inspiration from the death of a patient
Du Yuankun originally went to Penghu for free clinic every month, and later took over the Penghu IDS project, which was related to a patient who lived on Qimei Island.
This patient once went to Taiwan to have spinal surgery with Du Yuankun. He was in good condition after the operation and agreed to return for consultation every three months. However, when it was time for the patient's return visit, it was the patient's daughter who appeared. It turned out that the patient had passed away.
Du Yuankun was shocked. After getting to know the patient, he learned that when the patient needed the assistance of the IDS resident doctor for referral due to myocardial infarction, no doctor could be found, and the patient finally died at home. The patient's daughter took the check-up slip and said to Du Yuankun, "My mother told me before she died that she must personally thank Director Du." Du Yuankun was moved, but also regretful. Penghu IDS Project Working Group
In order to prevent similar tragedies from happening again, Du Yuankun immediately instructed E-Da Hospital to form the "Penghu IDS Project Working Group". After comprehensive evaluation and planning, it has been operational since 2017. , E-Da Hospital, E-Da Cancer Treatment Hospital, E-Da Chang Hospital, Baisha Township Health Center, Magong City No. 1 Health Center, Wangan Township Health Center, and Qimei Township Health Center jointly provide residents with medical care services, and establish and improve a medical service system for referral and evacuation.
The Penghu IDS program implemented by E-Da Hospital has several major features: First, the doctors stationed on each outlying island are carefully selected, and many of them are directors, ministers, and deans. It brings better medical services to local people and enhances the service enthusiasm of these medical elites. Secondly, the people in Penghu eat a sweet and salty diet and lack the concept of oral hygiene. Therefore, the E-Da team attaches great importance to the implementation of hygiene education and corrects living habits to achieve the effect of disease prevention.
In addition, the "local resident station" approach is adopted to allow medical colleagues who are originally from the outlying islands of Penghu to return directly to their hometowns to station. In this way, colleagues are more willing to serve and more down-to-earth. gas.
Du Yuankun is most proud of the referral service. Whether it is a referral from an outlying island to Magong City, or a referral from Penghu to E-Da Hospital, there are medical staff accompanying him all the way, even if the patient is in E-Daily. Large hospitals receive treatment and have dedicated staff to provide assistance. Awarded the Penghu Honorary County Citizen Certificate
The IDS program is divided into four years. About two years after E-Da Hospital took over the Penghu outlying island area, the doctor's attendance rate increased to 90% (in the past, it was about 60 to 70% ), the attendance rate of nursing staff is 100%, and both patient satisfaction and referral speed have been significantly improved.
Penghu County *** thanks Du Yuankun for his efforts. In addition to inviting him to serve as county consultant, Penghu County also awarded him the "Honorary County Citizen" certificate on October 15, 2017.
"From a business perspective, E-Da Hospital will not make much money by undertaking the Penghu IDS project," Du Yuankun said frankly. In addition to considering profits, running a hospital must also know how to accumulate blessings so that it can last for a long time. . His wholehearted devotion to the IDS program also has educational significance, allowing the younger generation of medical staff to understand that although the health insurance system is not perfect, it still plays a great role in taking care of people in rural areas.
Du Yuankun thinks a lot about outlying island medical services, and he also thinks very far. In addition to evaluating the possibility of E-Da Hospital building a branch in Penghu, he also wants to expand the service territory to Kinmen, Matsu, Orchid Island and other places to help more folks in remote areas.
