In 2009, with the rapid development of the city, especially in the new round of coastal development, Yancheng was positioned as a coastal megacenter city. Jiefang Road, as the north-south axis road of Yancheng City, will open the first BRT line in northern Jiangsu on the basis of comprehensive improvement. In this context, the original layout of street parks and bronze horse sculptures can no longer meet the development needs of urban traffic and environmental construction in the new era, especially the memorial tower is located in the center of the traffic island, which is not conducive to urban traffic organization. Therefore, the Yancheng municipal government decided to relocate the memorial tower for remote protection.

The new site is located in the southeast of Fang Jianjun Square (formerly Street Park). The original tower height is about10.3m, which will be increased to15.0m. Among them, the tower foundation is a stone pier; The tower adopts a simple platform-shaped geometric shape, with a height of 10. 12m, which means the anniversary of the founding of the New Fourth Army,10,12, and the top of the tower moves the sculpture of the original New Fourth Army riding eastward to this position; There are two symmetrical embossed walls behind the tower. The whole memorial tower is decorated with gray rough granite except for the bronze sculptures of the New Fourth Army soldiers riding horses.
