Generally speaking, in the default server configuration, the players who appear are also in the default permission group (this configuration can be modified in the server).

Solution: You can go to the place where you downloaded this plug-in to check the instructions. There will be various rights names in it. Add the player rights you need, and players can use this right. If you are the default permission group, just add it directly to this.

How to add permissions: Add permissions to an entire permission group:
