Chapter I General Provisions Article 1 In order to standardize the installation of outdoor advertising facilities and signboards, beautify the city appearance and improve the quality of the city, these Measures are formulated in accordance with the provisions of the Advertising Law of People's Republic of China (PRC), the Urban and Rural Planning Law of People's Republic of China (PRC), the Regulations on the Administration of City Appearance and Environmental Sanitation and the Regulations on the Administration of Outdoor Advertising in Jiangxi Province. "Measures for the implementation of city appearance and environmental sanitation management in Jiangxi Province" and other laws, regulations and rules, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to outdoor advertising facilities and signboards in urban built-up areas within the administrative area of this Municipality.

Outside the built-up area, the establishment and management of outdoor advertising facilities and signboards in the urbanization management area shall be implemented with reference to these measures, and the specific regional scope shall be delineated by the county (District) people's government according to law and announced to the public.

If there are other provisions in laws, regulations and rules on the management of outdoor advertising facilities within the scope of highways and highway land, those provisions shall prevail. Article 3 The outdoor advertising facilities mentioned in these Measures refer to facilities such as light boxes, neon lights, electronic display screens (boards), electronic copiers, window displays, advertising racks and physical models. , specially set up the use of space outside buildings, public places, public facilities, mobile vehicles, lift-off equipment and other carriers to publish advertisements in outdoor public spaces.

The measures referred to in signs, refers to the organs, enterprises, institutions, social organizations, other organizations and individual industrial and commercial households in their offices, business premises or buildings (structures) set up signs and plaques indicating the name, font size and logo.

Signboards with the functions of commodity promotion and service promotion, or signboards and plaques set outside offices and business premises, shall be governed by the Provisions on the Administration of Outdoor Advertising Facilities.

The term "setters" as mentioned in these Measures refers to the owners or users of outdoor advertising facilities and signboards. Article 4 The people's governments of cities and counties (districts) shall strengthen the unified leadership over the management of outdoor advertising facilities and signboards within their respective administrative areas.

The urban management department of the city is responsible for the management of outdoor advertising facilities and signs in the central city, and supervise, coordinate and guide the management of outdoor advertising facilities and signs in counties (districts). County (District) urban management department is responsible for the management of outdoor advertising facilities and signs within its jurisdiction in accordance with its responsibilities and authority.

Market supervision and management, natural resources, emergency management, transportation, housing and urban and rural construction, development and reform, ecological environment, public security, finance, water conservancy and other departments shall, within the scope of their respective duties, do a good job in the management of outdoor advertising facilities and signs.

Township (town) people's governments and sub-district offices shall, under the guidance of the competent department of urban management, do a good job in the daily supervision and inspection of outdoor advertising facilities and signs within their respective jurisdictions. Chapter II Planning and Standardization Article 6 The urban management departments of cities and counties (districts) shall, jointly with the departments of natural resources, transportation, market supervision and management, emergency management, ecological environment, public security, etc., organize the preparation of outdoor advertising facilities planning according to the national and spatial planning, urban appearance standards and relevant safety technical standards, and report to the people's government at the same level for approval before implementation. County (District) outdoor advertising facilities planning shall be reported to the municipal urban management and the municipal natural resources department for the record.

The planning of outdoor advertising facilities shall conform to the requirements of national spatial planning, urban appearance standards, traffic safety, fire safety and environmental protection, highlight local characteristics and reflect local culture.

Outdoor advertising facilities planning approved for promulgation and implementation shall not be changed without authorization; If adjustment is really necessary, it shall be submitted for approval in accordance with the original examination and approval procedures. Seventh outdoor advertising facilities planning shall include the following contents:

(1) Areas, roads and buildings where outdoor advertising facilities are prohibited, restricted and allowed, and detailed planning and control rules for each area;

(two) the control principles of the layout, total amount, density and type of outdoor advertising facilities;

(3) Basic requirements such as location, form, scale, color, material, lighting and effectiveness of outdoor advertising facilities;

(four) the planning principles, area, proportion and other requirements of public outdoor advertising facilities.

Detailed planning of outdoor advertising facilities in important locations and key areas shall specify the control contents of outdoor advertising facilities, including the number, scale, shape, color and proportion of public outdoor advertising facilities. Article 8 The urban management departments of cities and counties (districts) shall, in accordance with the technical standards of land and space planning, urban appearance standards and environmental protection, formulate technical specifications for outdoor advertising facilities and signboards jointly with relevant competent departments, and report them to the people's government at the same level for approval before implementation.

Technical specifications for outdoor advertising facilities and signboards shall put forward specific requirements for the design, manufacture, installation, maintenance and safety monitoring of outdoor advertising facilities and signboards.
