This poem was written at the time when the author was first appointed to the post of prime minister and began to implement his new policy. 1067, when Emperor Shenzong succeeded to the throne of the Song Dynasty, he appointed Wang Anshi as the prefect of Jiangning, and then as a scholar and ministerial lecturer at the Hanlin Academy, and in order to get rid of the political and economic crises faced by the Song Dynasty, as well as the difficulties of the Liao and Xixia dynasties, he summoned Wang to the court of the Song Dynasty in 1068. In 1068, Emperor Shenzong called Wang Anshi to "enter the pair", and he wrote a letter advocating a change of law.
