First, before the start of primary and secondary schools and kindergartens in various places, it is strictly forbidden for all kinds of off-campus training institutions to carry out any form of off-campus training activities, and all collective activities related to off-campus education and training institutions will be stopped.
Second, urge the off-campus training institutions to strictly implement the unified deployment of epidemic prevention by the county party committees and governments, and at the same time achieve the following five points: First, arrange all the faculty and staff of the institutions one by one, master the Spring Festival holiday itinerary, and register for the record. Second, it is necessary to strengthen the control of suspected personnel who have had contact with infected areas or confirmed patients, and report to the streets, health, disease control and education departments where the training institutions are located in a timely manner. The third is to formulate prevention and control work plans and emergency plans, equip with necessary prevention and control equipment and means, and be familiar with emergency handling procedures. The fourth is to adjust the training plan appropriately, do a good job of explanation by parents and students, and gain understanding, cooperation and support. Fifth, after the start of primary and secondary schools, if the first-level response to public health emergencies has not been lifted, off-campus training institutions must go to the county-level education administrative department for the record before resuming offline training business. During the training process, it is necessary to do a good job in personnel entry and exit inspection, wearing masks, and disinfection of places. Epidemic prevention measures shall be implemented according to the requirements of primary and secondary schools.
Third, strengthen the supervision of off-campus training institutions. From now on, the county and district education bureaus and municipal high-tech zone sub-bureaus shall conduct special supervision on the epidemic prevention work of all off-campus training institutions within their jurisdiction. Before February 4, complete the full coverage of the supervision of off-campus training institutions in the main city and counties of the city to ensure no leakage. Recently, the Municipal Education Bureau will organize an unannounced visit group to conduct unscheduled unannounced visits and spot checks on off-campus training institutions in the city in a four-no-two-straight way. For those who do not follow the notification requirements and carry out offline centralized services in advance without authorization, the school license shall be revoked. Those who have not obtained the school license shall not declare the school license within 2 years and be included in the blacklist of the governance platform of the national off-campus training institutions.
The fourth is to strengthen organizational leadership, implement regulatory responsibilities and refine work measures. Establish a communication and coordination mechanism with health, disease control and other departments to quickly deal with the epidemic situation of off-campus training institutions. Strengthen the work on duty, announce the report telephone number, and establish relevant accounts. The implementation of epidemic prevention and control "daily report, zero report" system, off-campus training institutions must report the epidemic at the first time. County Education Bureau and Municipal High-tech Zone Branch shall submit dynamic information to the Municipal Education Bureau before 17:00 every day.
