Steps:
1. Wash pepper and cut into sections. Add baking powder, salt and sesame water to flour to make paste. Put pepper and peanuts into a thin layer of flour.
2. Pour oil into the pan and heat it to 160℃. Add pepper and peanuts and fry until golden brown. Remove and control the oil.
