The second-class dining hall for the elderly mainly provides dining and personalized food delivery services, and the neighborhood (village) Committee provides free places;

Each street (township) shall set up at least 1 first-class dining hall for the elderly, and each neighborhood committee shall set up 1 dining hall for the elderly. Those who apply for registration as individual industrial and commercial households shall apply to the registration authority where the business premises are located. The applicant shall submit an application for registration, identity certificate and proof of business premises. The registered items of individual industrial and commercial households include the name and domicile, composition, business scope and business premises of the operators. In case of registration, the registration authority shall issue a business license within 10 days from the date of registration. The state promotes electronic business licenses. Electronic business license and paper business license have the same legal effect.
